Our client is a provider of telecoms (fibre networks) infrastructure as a partner with Openreach to deliver FTTP projects to major cities throughout the UK. They are now currently seeking Project Managers in Leeds, Manchester, and Bolton.

The Project Manager is a key delivery role, playing an active part in the delivery of a new, proactive, network build across a defined set of regional structures.

The role holder has accountability for assuring that the specific structures they deliver across Projects are delivered to contractually agreed milestones, timeframes, and outcomes.

The role holder will deliver successful customer and business outcomes, assuring targets and milestones are met on their designated structures & Projects, assuring all structures are built safely, to their agreed quality standard across their Clients’ Major Programme Delivery portfolio.

Role Summary:

  • Lead a team of Network Delivery Managers, Supervisors & Engineers.

  • Conduct 1-2-1 meetings, performance management and appraisals with Network Engineers.

  • Work with Network Delivery Managers to review quality audits of Network Engineer equipment and certification in line with Health and Safety Legislation.


Each PM has assigned contracts and areas and you are responsible for managing every aspect of the contract including:

  • Daily liaison with Local Authority

  • Managing your Workstack in a timely and cost-effective manner, to a high standard of Quality and in full compliance with Health and Safety.  

  • Ensuring that all adhere to the Company Policy on dress code and promote the company image ie: company uniforms /PPE etc.


Your role as PM is a pivotal role for the successful running of all company contracts All information flows through you in both directions from Works Control Centre to every site worked on.

It is critical that you keep the company Management Information System up to date and accurate at all times. You will have an administration backup team to support you in this if you have any queries.

Responsibilities:

Manage Workstack in line with Due Date Delivery (DDD)

  • You must complete all orders in line with their due date delivery or agreed milestone date.

  • Reforecast / DCR (where applicable) any order that fails to allow sufficient time to ensure it does not fail the second time.

  • Escalated orders and emergency orders must be prioritised.

  • Keep your orders progressing through the system

  • Use the escalation process where necessary to advance orders on.

  • Visit your on-hold orders regularly and progress them ASAP.

  • Update Works Control Centre / company systems on a regular basis.

  • Attend all project / client meetings as requested


Pre-start Survey

  • To be carried out and any design changes to be agreed upon with the clients representative.

  • Do not do any work on a verbal instruction from a client; request an email from the client to the company at the very least before proceeding.

  • Any DFEs including extra work and/or stores to be captured during the pre-start survey where possible (both negative and positive DFEs).

  • Update the Works Control Centre / the company systems on a regular basis.


Liaison with Local Authority (LA)

  • Ensure LA meetings are arranged where required following a pre-start survey where we feel there is a need to discuss LA input on any concerns that may arise with a specific job.

  • Liaise with LA on a daily basis and ensure they are aware of any changes.


Schedule Resources

  • You will receive regular updates on the master program from the Contracts Manager / Senior Project Manager & Directors and you will be responsible for the delivery and programming of works.

  • Monitor daily whereabouts. Ensure Daily Whereabouts information is accurate and submitted on time.

    Information should include the following:

    • You must ensure every crew has the relevant documentation on site, Job Packs, Safe Dig Prints, Quality Forms, Risk Assessment, Safety at Street-works and Road Works; A Code of Practice (Red Book), Temporary Traffic Management Plans and Required Certifications (eg: Traffic Light Permit if required).

    • Ensure that a current permit is in the possession of the crew on site when required.

    • Update Works Control Centre / our company systems on a regular basis.


Site Works

  • Ensure all teams are dispatched to the site in a timely manner, they should limit the time spent in the office / yard.

  • Ensure site set-up information for each team with photographic evidence is loaded on all required systems, and must be adhered to at all times.

  • Ensure regular updates with photographic evidence are uploaded to relevant systems at all times

  • Ensure that mandatory measures are carried out during the life cycle of works   - depth of cover and width of excavation, the height of overhead cables, distance from Live Electric Cables, correct labelling and fixing techniques are used etc

  • Splicing works: ensure Joints / Nodes are correctly secured with appropriate kit recorded and labelled as per job pack, using the correct process as per specification

  • Testing: ensure works are carried out in line with client specifications.


Quality

  • On completion of works, all required quality checks are to be carried out and submitted for all jobs.

  • Carry out at least 2 In-Progress quality checks per month.

  • Ensure the gang foreman completes a quality check sheet for every order they complete before submission for payment.

  • Monitor the accuracy of the gang foreman Check sheets submitted by your crews.

  • This process must be adhered to 100%.  Compliance will ensure prompt payment and job security.

  • Quality is the Gang’s responsibility your job is to check it.

  • Update Works Control Centre / company SYSTEMS on a regular basis.

  • In the event of Client / LA defects being raised then you must ensure these received the required priority.  All must be inspected and reported on within 3 days as a minimum standard (some more important issues will require an immediate response).

  • All Defects must be accepted or rejected in accordance with the client process.

  • Remedial notices must be requested and must cover the remedial works required; you need to liaise directly with the Project Managers / Admins to ensure all compliance is covered.

  • Ensure the defects are repaired, recorded, evidenced and uploaded to relevant systems and closed with the client within the required timescales.


Health & Safety

  • Complete 2 full H&S checks minimum on a monthly basis.

  • Ensure all of your crews direct or subcontractor receive at least 1 full H&S check every qtr, including full plant and equipment (gate check).  (Ie, don’t check the same teams all the time, try to get a good spread)

  • Report all accidents no matter how small to your Line Manager and/or the H&S department immediately and complete an accident report form at the earliest possible moment. The report is to be sent to your local Health & Safety Advisor.

  • Provide as much backup info such as sketches and photos as possible for each check completed and return with the completed check sheet, all check sheets to be returned to the Contracts Manager.  Use the company system always.

  • Contact your Line Manager for assistance if required.

  • Report all Utility strikes to your Line Manager and/or the Local Health & Safety Rep.

  • Ensure every gang member knows to report every near miss or dangerous occurrence no matter how small to yourself or your line manager; this can be done over the phone – no paperwork is required.

  • Check and sign the Risk Assessment / Site Diary every time you visit a crew on site.

  • It is imperative that you make all Gang Members aware that they are responsible for their own, their work colleagues, and members of the public’s safety at all times.

  • ENSURE ALL NEW STARTERS HAVE BEEN INDUCTED – If you have a new starter turn up on-site without induction they must be sent off-site.

  • Ensure all training records for all site operatives are held on-site.


Traffic Management / Symology

  • Ensure that the correct traffic management layout has been implemented and adhered to as per the Red Book and/or Traffic management drawings that are submitted by specialist TM companies.

  • Ensure the correct Traffic Management Permit is on site where applicable.

  • Ensure that Symology are notified of all cleared and closed sites. Ensure all required paperwork has been submitted to prevent FPNs (Fixed Penalty Notices)


Plant and Equipment

  • Ensure all plant is checked on a daily / weekly basis and collect Plant Check Forms monthly by operatives.

  • Ensure Statutory Inspection Certificates are on site at all times and within date for all items of plant (e.g. loler).

  • Ensure all equipment is calibrated as per the manufacturer’s instructions and relevant legislation (eg: GDUs, Cat & Genny’s).

  • Any plant or equipment that is out of date must be reported to your Line Manager and/or Health & Safety Department immediately and corrective action put in place as soon as reasonably possible.

  • Update Works for Control Centre /company on a regular basis.


Toolbox Talks

  • Issue 2 specified (by Clients or otherwise) toolbox talk every week to every gang working in your area under your supervision and return the associated sign-off sheet to the Contract Manager before the designated date.

  • If some of your regular crews are off duty, they must still receive the talks on their return (notify the Contract Manager of their absence).

  • If some of your regular crews are working for another PM then you must liaise with that PM to issue the Tool Box Talk and return the sign-off sheet.

  • If a crew from another PM’s area is working for you, then you must issue the talk and return the sign-off sheet.

  • Everyone must receive every toolbox talk and they must sign the receipt document to say they received and understood it.

  • Update Works Control Centre /company systems on a regular basis.


Sign Off Sheets

  • Where applicable, you will be responsible for completing accurate and timely ‘run-down’ measures on all ‘live’ orders daily / weekly / monthly as required.

  • Photos are required on all signed-off works.  Please ensure these are submitted with final hand-over packs.

  • You must return All sign-off sheets, P4s, as-built drawings and a matrix when required or store information on the completion of all orders to the Works Control Centre allowing sufficient time for the invoice to be submitted and approved before its Due Delivery Date (DDD) has expired. Where a situation arises that the work involved cannot be completed to the required standard a Technical Departure from Standards (TDFS) must accompany the returned documents.

  • You should take an active interest in the weekly timesheet process and KPI sheet generation with your respective Project Manager and Admin

  • You must ensure that the crew has submitted the following information for every order completed once declared Fit for Purpose (FFP) and before requesting payment and in line with DDD or agreed milestone date:

  • A completed Risk Assessment sheet or sheets as required.

  • A fully completed job pack.

  • The required Quality Check Sheet for every order completed prior to requesting payment.

  • Specific and relevant evidence of works done.  Box to Box, A55, Photos etc



Knowledge and Skills Required:

  • 2-3 years of supervisory and management experience in the utilities industry

  • Results driven – a proven track record of operational grip and highly disciplined to deliver a balanced set of results

  • Ability to work collaboratively across the organisation, our Client, and our partners

  • Extensive understanding of Openreach/ Virgin Media network and products

  • Strong organisational skills, with an ability to multitask and prioritise workload

  • High level of confidence, able to demonstrate initiative and can work flexibly within the team to ensure that we are delivering projects on time and within budget

  • Ability to plan effectively and delegate appropriately

  • Proactive and flexible and have excellent communication skills

  • Time Management with the ability to work to tight deadlines

  • Proven experience managing successful projects, with an ability to manage operational risk

  • Working knowledge of IT and Microsoft products including Excel, MS Project

  • Previous Project Management Experience

  • People and team leadership and management experience

  • Strong foundation in engineering expertise, particularly around PON delivery

  • Proven track record of successfully managing teams, including contractor partners

  • Civils project experience including both the field and back-office elements, i.e. noticing

  • Full, clean driving licence
